Is DesignCrowd a scam or a legit company?

Scam - they are selling stock artwork from sites like Pond5 and Shutterstock as original artwork and offering to sell you the copyright... which you then run the risk of being sued for - it's a total con and they DO NOT REFUND despite their guarantee. CON! CON! SCAM! SCAM!

No they are not a scam. I'll definitely refer them over some other places. You get what you pay for here and you get 7 days to revise your work. No joke.

Scamming designers. At least make that only have revisions to the winning Designer. Not waste other designers time.

Client wise I'd suggest reading the fine print carefully as others have said before if you ask for a refund DesignCrowd (DC) will take a percentage as a 'listings fee' even if they don't meet their promises of a set amount of designers and work being submitted. Never guarantee a project even if they tell you less designers will submit for it, as it forfeits your chance to get a refund even if its just a partial one. I think this is the part of the DC model most people would consider to be the 'scam' part, a refund isn't a full refund.

I would also recommend if you get submissions to a project you do your research on a design you like by doing a google image search and getting as much information off the designer as you can to make sure its one hundred per cent original as quite a few designs are copied or straight up break copyright and DC to the best of my knowledge do not check for that.

From a designers point of view I've heard some horror stories of DC using previously submitted work for their own profits and marketing without ever informing the designer or just not paying designers on some technicality, they also have a strict approach to account verification to where a designer could have submitted the perfect design for a job but the DC team deciding they know better might get rid of the submission leaving fewer options for the client. None of this happened to me however but it has happened to others.

Scam
The site is fraudulent. According to the site, more than 800,000 designers work. However, this is not true and can be easily verified. How? Register as a designer and even after your approved designs you see that you are ranked about 20,000 place in the ranking. Which is impossible with 800,000 designers.

They'll steal your logos and steal your money!

Don't use them whether you're a designer or a client!

They show you a video about how it works which explains that you get your money back if you did not like the designs but when you do so they ask for a 89$ listing fees that no-one is mentioning it in the beginning. This is how they scam you
