Can Canadians return items back to Zulily?

I order some stuff from you for a month ago i don't receive it yet and you bloc my account
What happens if something ordered is not correct on the website, it says leather shoes and fabric shoes are delivered instead.
If you order your normal size and it is to small and it says no returns can you not exchange it for a larger size
Does Zulily pay duties on Canadian orders? I have yet to be charged any duties, but I do pay Canadian taxes at checkout.
