I purchased from a company showing itself as co.uk but sending hoods out from China - goods completely different to that ordered. After politely asking company to refund and getting nonsense I raised a dispute to PayPal who protect sellers? My case was clear cut/ seller sending out rubbish - nothing like goods pictured yet I had to endure a drawn out process you reply they reply - you reply they reply- after much frustration PayPal advised I would be refunded but did not include return postage costs and rather curtly Advised you send item back giving me x days otherwise they would close dispute in sellers favour? I reminded I was not at fault and should be refunded postage- they wanted teachable return back to China - after much more frustration I received an email saying seller not responding to them so they will refund but not postage/ they don't refund postage / so you have a dishonest seller able to use their services giving impression all above board and they continue to allow them to trade dishonestly and catch more victims. PayPal dies not protect its members fully and does not address issue of dishonest sellers using their services. I was penalised for someone else's dishonesty. As for the tone of replies from PayPal- they leave much to be desired. Very poor customer service - they support rogues. I do not feel safe buying under them anymore and will be reviewing my options in the future to pay.

My dispute has been closed by yourselves and you have found in favour of the seller. I would like to appeal against this decision. What this company is doing is a scam. After some research I have found out on the PayPal Community Forum and Facebook that there are numerous other buyers in exactly the same position as myself, where disputed cases are closed and the buyer becomes the looser. This company is blatantly operating a Bate and Switch scam i. E. advertises one thing post out a cheap item. In this case the item should have been a rechargeable electric car tyre pump, what they actually send is a cheap plastic hand bicycle pump of less than £2 in value. They are relying on PayPal to insist that the item is posted back therefore most buyers will not bother due to the high cost of returning the item, and therefore the buyer does not get a refund. PayPal is therefore complicit in the scam unless PayPal issue a refund immediately and recover the money from the scammers. Some buyers have paid for the return and still not got a full refund the company said the returned item was damaged or not received. I have found a lot of other buyers who had also purchased the electric car pump and they got exactly the same bicycle pump, it's no accident, it is intentionally done. I had been advised by the Royal Mail there were issues with lateness and items not getting signed for in the current Covid 19 Pandemic on international postage.

There is another group of buyers, which have purchased from the same company, pools for their dogs to bathe in, they have ended up receiving pools that would only fit a Barbie Doll. I have the seen pictures. There are many other instances with other products.

I would also like to bring to your attention the buyer protection issued by paypal which states Buyer Protection ensures you get what you pay for. When something goes wrong with your eligible transactions, PayPal Buyer Protection has you covered. If an order doesn't arrive or match the seller's description, we'll reimburse the full cost for eligible purchases. I have checked, I qualify for Paypal Buyer Protection and the product sent was not as described. (SNAD). It's also worth noting I had no knowledge, and was never told during this process about PayPal possibly funding the return cost.

There is a lot of bad feeling from other users, as to how PayPal fail to support buyers when a company continues to operate fraudulently. I have been using PayPal since it started and now I am very disappointed and unhappy with the way I have been treated in this matter. I am also unhappy that PayPal appears to be complicit in such a scam. I currently use PayPal for all my purchases and quite a lot of EBay sales, but if this is not resolved satisfactorily within the next 14 days I will withdraw my PayPal balance and close my account. I will also Escalate this matter to the FSA and speak to the Citizens Advice Bureau about taking this matter further.

So much for them helping with a refund. They forgot to mention when demanding that i return an item that's not fit for purpose and is broken that if you have to return anything that you as the wronged party have to foot the return postage costs. How is that in anyway fair?!? Protecting you from dodgy sellers, yeah right!

After my account was frozen, PayPal has taken the entire money frozen in my account. No communication and no emails about the money stolen. When I enquired - I got an auto-generated email

EMAIL

I understand that your funds were not withdrawn to your bank account after 180 days. This is because if you violate the Acceptable Use Policy (AUP), we may debit your PayPal account up to $2,500 USD for each such violation and may take legal action against you to recover additional losses we incur. We have debited $ XXXXX USD from your PayPal balance towards the violation of the Acceptable Use Policy (AUP).

When you accepted the PayPal User Agreement you agreed that $2,500 USD per AUP violation is a reasonable minimum estimate of PayPal's actual damages, considering all currently existing circumstances, including the relationship of the sum to the range of harm to PayPal that reasonably could be anticipated because, due to the nature of the violations of the Acceptable Use Policy, actual damages would be impractical or extremely difficult to calculate. PayPal may deduct such damages directly from any existing PayPal balance in any PayPal Account you created, own and or control.

The specific activities that may subject you to an assessment of damages by PayPal can be found in the Acceptable Use Policy.

For a week I have been raining telephone calls upon this outfit trying to get them to sort out a problem of their creation. That is they have stopped the use of my debit card on their guest accounts, which means I cannot make donations. They have been telling me that there is nothing they can do; but I know that they can as I have been in this situation with them before and their executive escalations department removed the problem.

This is what they have been doing instead:

Making opportunities for themselves to put the phone down, such as, after you have countered what they claim, they go silent for a short time say 120 seconds, then they make their putting the phone down speech ie I cannot hear anyone anymore, I am going to put the phone down, you can always call again later to get th problem sorted, thank you for calling paypal, have a nice day. Then they put the phone down.

Or a variation of this ie they do the putting the phone down speech ie I cannot hear anyone anymore, I am going to put the phone down, you can always call again later to get the problem sorted, thank you for calling paypal, have a nice day. Then they wait for for a couple of minutes before putting the phone down.

Here is the thing with both - who are they saying all that for if they are claiming there is no one there? Whose listening? Its just to make sure that they are covered using the recording.

They even put the phone down while you are talking, of course making sure that there job is covered by doing the end of call speech - and this is despite the fact that they are not supposed to do that - so they claim!

I had one yesterday telling myself that it was my card issuer that was causing the problems not paypal. I repeatedly called him a liar. He put the phone down while I was talking. I then contacted my card issuer, who assured myself that there was nothing wrong with my card. I also recorded this and the paypal bloke who was telling me it was not paypal. I returned to paypal to prive my point by playing the recordings to them. The woman while the recordings were being played to her make her job covering excuses and put the phone down. You see she saw it as an opportunity as I was not there or highly unlikely to be able to hear her or know what was happening to put the phone down 'scot-free'. Unfortunately for her I have two recording devices, so she was recorded in the act.

I am sure that if you were standing in the middle of a field covered with grass, and you said the grass is green they would say 'no its not'.

[UPDATE] There has been some progress. I now can use my debit card online to make donations. But this took a further conserted effort. I finally got thriugh to someone who in typical Paypal fashion symphases with my plight over the phone, but did not do anything there and then to releive the situation. A number of weeks later I find that this problem has gone. So I guess what I said to this guy got through.

But I still would not have an account with them, and still will have as little to do with paypal as possible.
