I've been using pH7CMS (now, known as pH7Builder) for a couple of years (4.5), and I've been very happy. The software is very professional. It offers a lot of very useful features and moderation tools. The design could have been better, but it works perfectly very well on iPhone and Android (I haven't heard any issues on mobile devices from my users).
I would recommend it to you without hesitation, especially if you have a technical background (PHP, JS, HTML). The software is open source and you can modify the code easily if you know well PHP + HTML/CSS.
