why hasn't my items shipped yet, if i used expedited shipping?

I ordered from this website but then i got an email saying that i need to send a copy of the visa front side and i can hide the nymber just show the last 4 digits for safety. Is that normal? They said its because im out of the conutry (gulf side) but i always order from website basd in the US, and this never happens so im concered. Please help!
