Why do they charge VAT for a EU - EU transaction ??? Do you know this is illegal ???

I asked why they were adding IVA onto my goods when the goods come from the UK (I am in Spain) and they said that it is sales tax.
When I order from other places in the UK it never happens!
Borderfree are con men!
