They povide phone numbers for a reference check and return the call once it is made. You provide what they say so it's always accurate.
That answer depends on the job you are applying for. For example, if you applying for a position that handles large volumes of money, or is a high level executive position, your references will be screened with more scrutiny. For the vast majority of job applicants, their references will be screened by a third party and is very boilerplate for the most part.
