I would like to know who would I speak to, for launching an complaint with Lighthouse Connections Academy? This has been an ridiculous experience.

As someone who works for Connections Academy do yourself a favor and call Customer Support to have an Issue Aware created to the director of schools. Then call your local school district and file a complaint. Emailing the "community" email and contacting the principal does nothing.
