Is it trustworthy or dishonest fraud ? When I pay online in advance in full, why they make call to the customer for confirmation ?

Taking money online, why they do not send the item silently? Instead, they make a call to the customer and try to rip off in various ways.
It is a regular practice of these sellers that they make call to the customer after taking advance money. They don't send stuff silently and rapidly.
Is the Canon EFS 15-85mm lens international, white box, used, refurbished, or is it new and comes with a complete Canon warranty?
