I filed a claim with Paypal, and have got the refund. If you have not done so, you should. Paypal knows about this case and will gladly refund your money. I believe other payment processors and/or credit card companies would do the same.

Pakayas is a COMPLETE SCAM! I ordered something from them also around the same time as you and still have not recieved anything! Contact paypal and you might get your money back, as long as he hasn't emptied out his account of all the money. Paypal is pretty good about that stuff.
