“Missouri State Highway Patrol Ignores Theft from Fatality Victim”

July 8th, 2020, my husband, age 71, was struck and killed walking on Hwy. 171,3 miles north of Carl Junction, MO. He had exited our RV unexpectedly, having some sort of episode. First off the Missouri Highway Patrol notified the next of kin wrong. They somehow notified an ex-wife of 26 years ago when there was medical information naming his doctors and myself as his medical power of attorney. I found out 5 days later that he was killed. The Missouri Highway Patrolman responsible for the accident only gave the driver of the semi that struck him a breathalyzer for alcohol. No blood tests were given for drugs and his log books were never reviewed to see how long he had been driving. The road was dark, but flat and there were numerous calls of him walking in the roadway, they saw him but this driver did not. My husband had $1400. Cash in his wallet, all of our vacation money. It took 15 days for the Jasper County Coroner to ship his ashes and personal belongings and he would not tell us if the money was there or not until the day his ashes went out. There is NO OFFICIAL CHAIN OF CUSTODY FOR A VICTIMS PERSONAL BELONGINGS, and no one had a clue. The State Trooper was very disinterested on my initial contact with him, complaining over and over how he had to get out of bed at 3:00 a.m. to go to that call and could not remember anything. He never offered to look at dash or body cams to see who gave him the wallet/i.d. And he had no idea being awakened at that early hour and last one to arrive even though it was his duty to have the I.D. and also his duty to take my theft report of the money being stolen. Without going into so many details, on my second call to the trooper to file a theft report, he refused to take my report. He kept saying over and over, "Everyone says their person (victim) had money on them, EVERYONE. No matter what I said, he would answer with that. I asked him who would I report this too since I knew it was him that had to do the report. He answered, "I don't know, maybe try the sherriff's department". I put in an official complaint on this trooper for his refusing to take my report. It was answered by his "internal affairs" department named something else. The initial phone call the lady kept focusing on his rudeness on my 2 calls. She said, "Maybe he was having a bad day". 2 separate days and OMG, did she say this. Missouri she told me only has "mandatory drug testing for a fatal accident if 2 people die"! She told me I would hear back from his superior. Months later, I never heard a word back from the highway patrol and filed a complaint that they just never said anything to me on the complaint OR the THEFT! NOT ONE PERSON IN THE MISSOURI STATE HIGHWAY PATROL THAT I SPOKE TO EVER SAID ANYTHING ABOUT THE HORRIBLE CRIME AND THE PERSON (had to be a first responder sadly) PERSON WHO COULD STEAL MONEY FROM A DECEASED PERSON WHO WAS JUST STRUCK BY A SEMI AND PUT HIS WALLET BACK INTO HIS POCKET"! Not one person. The Sheriff's Dept. took my statement but never assigned an investigator. The civil rights department found that our rights were not violated as crime victims even though i named in detail all of the related violations. The 2nd complaint to the Highway Patrol was not answered and 2 month later I called them. A call back from same lady and she said they didn't take the complaint because it was the same as the first. I answered yes in part, but I never heard back from anyone on the status of the complaint and what about the theft report? Also, I was to have been mailed out by her a form to sign swearing I was telling the truth on my complaint and it was never sent, offered or mentioned. She got mad and said where did you hear that? That's not true. I went back and checked website and it stated that i should hear from the Head of the Highway Patrol AND that I should have been sent the form for them to actually start an investigation on the complaint! She said the officers boss addressed the complaint after the first one and that was not for public viewing. She said he did nothing wrong and that was the end of their help. PLEASE EVERYONE, BE CAREFUL TRAVELING IN MISSOURI ESPECIALLY IN JASPER COUNTY BUT ALL OVER THAT STATE AS THEY HAVE NOTHING IN PLACE TO PROTECT VICTIMS FROM THEFT, INVESTIGATING A THEFT, PERFORMING THE OBVIOUS PROCEDURES AT A FATALITY CRASH AND THEY ARE RUDE AND COULD CARE LESS. I MUST SAY THAT AT LEAST THE ONES I DEALT WITH IN THIS CASE. THEY COVERED FOR A TROOPER WHO HAD BLATANTLY BEEN RUDE, HORRIBLE, AND REFUSED TO TAKE A CITIZENS CRIME REPORT! Maybe when he kept saying everyone says their victim had money on them, MAYBE THEY DID AND IT WAS STOLEN TOO! I am now over one year later still fighting to get someone to investigate the crime! I was able to obtain some audio tape and figured out who did it within minutes, but they won't even acknowledge or care what happened that night, which was so bad as it was, but the horridness of this crime was of no concern to them. Thank you, I just want everyone to know.
