We did w two-week roadtrip ine West Coast of the US and thought it would be clever to buy data SIM card in advance. So we bought the AT%T card from Prepaidzero with 3 gigabytes of data. BUT:
A) The SIM card did not allow making the phone a hoptspot, which was naturally our plan. They do not really advertize this on their website, but when I contacted them they said I shuold be using a gadget (separate hotspot/router) they sell. Why on earth should I do that? I why on earth is it limited this way?
B) Overall connectivity was not that good. I understand that between Beatty and Tonopah in the middle of desert in Nevada, but it dod not perform very well in cities either. I understand it was a UK SIM card so maybe this was due to the fact that we were indeed roaming in there and the data may even have been circulated through UK?!?
All in all, I think you can easily manage by purchasing your data connection after you arrive. At lest it cannot be much worse than this. Or if you know you only need it for one device and stay inside cities then why not, if you want to save the trouble of having to visit a shop in the US.

Concerning your points A and B.
A: In the product summary for this product you can find that "Tethering" is not supported.
B: The AT&T - 3 GB package is currently on 2G/3G speed, which is also mentioned in the product description. For LTE/4G we have the 1 GB package (at the time of this review)
