What determines the fright charged? Is it the weight or the volume?

Steve P is correct! It is based on the higher of an item's actual or volumetric weight.

Volumetric weight or actual weight whichever is higher, round up to next 500g. Eg if you buy a jacket weighs 700g but the dimensional weight for the packaging is 1.2kg, you will be charged 1.5kg.

As far as I am aware it is mainly on the basis of weight but where necessary - in the case of odd shaped or voluminous parcels volume is also a factor.
