The owner is clearly part of a larger network of BARE MINIMUM rental services. LOTS and lots of paperwork that amounts to screwing you, the dear customer, over at every turn. Find a big company that's well reviewed and deal with the slightly higher price. These blokes are trying to take the money and run.
Tip for consumers:
This place might be in some kind of gray market. No signage, a bunch of employees who don't know anything and just got to the country, and their "temporary" office looks like they're essentially squatting in a commercial rental building. NO one seemed to know who these guys were at the airport.
