After filing a dispute with PayPal Credit, I was finally sent a block of wood instead of the Vaporizer I ordered, and PayPal considered that I had therefore received my order and closed my case without any reimbursement.
I have cancelled my PayPal account and sent them emails and called them to explain why I was closing my account.
It looks like we cannot trust PayPal either. I will never use them again to buy something online.

Sorry you had a bad experience. I don't know how the previous owner handled his business but I can assure you that there are thousands of happy customers and the thought that the business was a scam is kinda hard to believe. PayPal would have shut him down instantly. I am sorry you had a bad experience and the old owners may have let a few things fall through the cracks but calling them frauds is a bit harsh. I am running the company much differently. Again I am sorry about how you were treated but I am pretty sure his intentions were not to "scam" you. It is not in the best interest of a business owner to do such a thing.
